It is an unfair or deceptive act for a seller to state or imply that financing is available at a specified rate of interest or upon other specified terms unless:
- (1) Financing at such rate or upon such terms is available to the public generally through the seller; or
- (2) The seller clearly and conspicuously discloses any special conditions, terms, or criteria other than general creditworthiness which a purchaser must meet in order to qualify for such financing.
