Cost of additional special services must be added to each of the buildings classified above.

It is further provided that, if any part of a project having a Federal Grant is performed in a state- owned building or elsewhere, the rent paid to the Commonwealth of Massachusetts shall be at the rate established by the Federal Funds Coordinator, Executive Office for Administration and Finance.
