(1) Pursuant to M.G.L. c. 30A, § 13, the certification period for an applicant who is certified at the time of submitting an application shall continue after the reference date for the applicant, if a document that substantially satisfies the requirements of 555 CMR 9.04 or is otherwise deemed by the Commission to be a sufficient application for purposes of 555 CMR 9.03 is submitted:

1. (a) In advance of the reference date for the applicant;
2. (b) In advance of any applicable deadline established by the Commission; and
3. (c) In accordance with any procedures established by the Commission.
