A sufficient repair facility shall include:
- (1) an enclosed repair area ten feet longer and five feet wider than the largest vehicle to be repaired, which is maintained in a clean and neat manner and used only for the repair of motor vehicles.
- (2) those tools and equipment, in proper working order, that are necessary for the adequate repair and maintenance of a motor vehicle.
