- (1) The Colonel shall assemble a Promotional Selection Committee, which shall present for the Colonel's consideration a minimum of three members for each available position. The Promotional Selection Committee may present any number of members for the Colonel's consideration for each available Specialized Position, which members may be considered if their training and experience is relevant and appropriate to the Specialized Position.
- (2) A member is not eligible for promotion if the member is under active investigation for violating the Department's Rules and Regulations for serious misconduct as defined by Department General Order ADM-15 S Office of Professional Integrity and Accountability Investigations. Once an investigation into allegations of serious misconduct is formally closed, the member shall again be eligible for consideration for promotion. If the Colonel bypasses a member under 515 CMR 10.06, and the candidate is subsequently determined to be in good standing with the Massachusetts Police Office Standards and Training (POST) Commission and has satisfied any Department disciplinary requirements, the member shall be eligible for consideration as provided for in 515 CMR 10.06.
- (3) When evaluating candidates for promotion to the rank of Captain, the Colonel shall consider the recommendations from the Promotional Selection Committee, the member's promotional record brief, and the member's demonstration of leadership attributes, employment history inside and outside of the department, disciplinary history including any allegations of misconduct and pending investigations, professional development, and other criteria the Colonel reasonably concludes, in consultation with the Committee, are related to the performance of the job of Captain.
