Board shall make payments only to an eligible Claimant who filed an Application for Reimbursement that was approved by the Board. However, upon request from a Claimant, or on the Board's own initiative, the Board may make all or a portion of a payment payable j ointly to such Person and another party, or individually to another party including eligible third parties identified in 503 CMR 2 . 1 2 .
