456 CMR 24.00 shall be liberally construed to effectuate the purposes and provisions of M.G.L. c. 150F. The provisions of 456 CMR 24.00 et seq., shall be severable and if any provision herein is deemed unconstitutional or invalid, the validity of the remaining portions shall not be affected.
