400 CMR 2.00 et seq. establishes rules, standards and procedures for the Expedited Permitting Program created in M.G.L. c. 43D. The Executive Office of Economic Development (the "Office") is the regulatory agency for the program and is authorized to issue regulations to explain and to implement its operation.
