(1) The Board shall develop and implement a Public Participation Plan which identifies citizen involvement policies and procedures. Such plan shall include, but not be limited to:

1. (a) a statement of goals; and
2. (b) procedures to accomplish the goals.

(2) As required by M.G.L. c. 111H, §§ 11 and 19, the recommendations of the Public Participation Coordinator, made pursuant to M.G.L. c. 111H, § 6, shall be implemented to the extent feasible in order:

1. (a) to ensure appropriate public participation as the Management Plan and any regulations are developed pursuant to M.G.L. c. 111H;
2. (b) to ensure that adequate information concerning the Management Plan and any regulations adopted pursuant to M.G.L. c. 111H is available;
3. (c) to facilitate the conduct of public meetings and other opportunities for public review and comment; and
4. (d) to ensure that public concerns are identified and addressed throughout the implementation of the Management Plan and any regulations adopted pursuant to M.G.L. c. 111H.
