To offer a coupon, a Milk Dealer shall submit a Campaign Notice at least 30 days prior to the start of the Marketing or Promotion Campaign. The Campaign Notice shall include a description of the Marketing or Promotion Campaign, including the method or device by which the coupon is offered. In addition, the notice shall contain the following:

1. (a) type of campaign
2. (b) geographic area in which the coupon shall be offered
3. (c) product targeted

4. (d) price analysis

   3. 3. cost of campaign
