(1) The Department may order that a Quarantine be placed on the entire premises operated by a Licensee, on a specific species, on a special group of Animals, or an individual Animal for any of the following:

1. (a) Excessive parasitism;
2. (b) Poor body condition;
3. (c) Presence of, or exposure to, infectious or contagious disease;
4. (d) The importation of a dog or cat into Massachusetts in violation of M.G.L. c. 129, § 39G, or 330 CMR 3.00: Shipment of Dogs into the Commonwealth;
