(1) Any permit issued pursuant to 314 CMR 7.00 is valid only for the person to whom it is issued, unless prior to transfer:

1. (a) the current permittee notifies the Department at least 30 days in advance of the proposed transfer date; and
2. (b) the notice includes a written agreement between the existing and new permittees containing a specific date for transfer of permit responsibilities and liability to the new permittee.
