(1) The Committee shall consider the following priority areas in making selections of grant fund recipients. The priority projects are those which:

1. (a) reduce pollution from roadways or marine vessels entering into waterbodies.
2. (b) can be accomplished within the budget presented in the application.
3. (c) are cost-effective.
4. (d) will have measurable positive benefits to coastal zone resources.
5. (e) will assist in shellfish bed restoration.
6. (f) utilize and demonstrate the value of appropriate and commonly accepted Best Management Practices for managing stormwater runoff from roadways or boat pumpout facilities.
