(1) Prioritized Communities. As established by St. 2022, c. 179, § 84, the Department will prioritize the following ten Prioritized Communities, being the first ten communities to have filed home rule petitions with the general court in the following order:

(2) Letter of Withdrawal. Any Prioritized Community that will not apply to participate in the Demonstration Project must submit a letter of withdrawal to the Department not later than September 1, 2023, and will no longer be considered a Prioritized Community.

1. (a) This letter must be:

   1. 1. signed by an authorized representative of the city or town; and
   2. 2. affirm the city or town's intention not to participate in the Demonstration Project.
2. (b) The Department will post Letters of Withdrawal to its website.
