A surveillance plan must provide limitations on CCTV transmissions that, at a minimum, do not allow transmissions outside the gaming establishment with the exception of:

1. (1) Wide-area progressive slot machine systems monitoring;
2. (2) Remote access to the system exclusively by the commission and the division at an off-site commission office or division office via an encrypted transmission; and
3. (3) Such transmissions as may be permitted outside the gaming establishment by written order of the commission; and
4. (4) Transmission of signal to the man-trap to allow department to view who is trying to gain entry.
