An applicant for a Certificate of Qualification as a Weights and Measures Official must possess the following minimum qualifications in order to be eligible for certification:

1. (1) The applicant is 18 years of age or over;
2. (2) The applicant has a high school diploma or its equivalent;
3. (3) The applicant has achieved a passing grade on the certification examination prescribed by the Committee or has a Civil Service examination exemption; and
4. (4) The applicant is of good moral character
