The appellant shall have the right to:

1. (a) Be assisted by an authorized representative;
2. (b) Present witnesses;
3. (c) Introduce evidence from his or her case record or any other pertinent Case Management Provider documents;
4. (d) Present and establish all relevant facts and circumstances by oral testimony and documentary evidence;
5. (e) Present oral and written arguments without undue interference;
6. (f) Question or refute any testimony, and confront and cross-examine adverse witnesses.
7. (g) Be assisted by an interpreter when limited English proficiency prevents adequate participation in the fair hearing.
