1. (A) TAFDC clients shall be eligible for a Rent/Mortgage Allowance of $40 per month, provided:

   1. (1) the client does not reside in public, state or federally subsidized housing; and
   2. (2) the client has rent, mortgage, or room and/or board expenses. Public housing is housing owned and operated by a housing authority in which the rent is

based on a percentage of at least one of the occupants' income.

1. (B) Subsidized housing is housing occupied under a:

   1. (1) Section 8 lease or occupancy agreement;
   2. (2) Massachusetts Rental Voucher Program lease or occupancy agreement;
   3. (3) Teen Structured Living Program as specified in 106 CMR 703.180: TAFDC Teen Parent Eligibility and 703.183: TAFDC Teen Parent Structured Residential Setting; or
   4. (4) other state- or federally-funded program, in which the rent of at least one of the occupants is based in whole or in part on a percentage of his or her income.
