An applicant or client and his or her dependents must reside in Massachusetts, but there is no durational residence requirement in Massachusetts. Residence in a nursing home, hospital, or other medical institution in Massachusetts shall not, in and of itself, be sufficient evidence of residence to qualify such person as a resident under 106 CMR 703.000. An applicant or client who resides in a public, nonmedical institution (e.g., a municipal infirmary, public psychiatric institution, or who temporarily enters a nursing home, public medical institution, or chronic hospital approved or licensed by the Department of Public Health) may be eligible for EAEDC assistance.
