The Department shall provide a written or verbal summary of the regulations and requirements for the TAFDC program. This summary shall include, but is not limited to, information about:

1. (1) time limits for assistance;
2. (2) fraud penalties;
3. (3) school attendance requirements;
4. (4) immunization requirements; and
5. (5) protective payments for rent or utilities.
