The appellant shall have the right to:

1. (A) be assisted by an authorized representative;
2. (B) present witnesses;
3. (C) examine and introduce evidence from his or her case record, and examine and introduce any pertinent Department documents;
4. (D) present and establish all relevant facts and circumstances by oral testimony and documentary evidence;
5. (E) make any pertinent arguments without undue interference; and
6. (F) question or refute any testimony, and confront and cross-examine adverse witnesses.
