All garbage and rubbish shall be disposed of with sufficient frequency and in such manner as to prevent the creation of objectionable conditions, such as odor or the breeding of insects and rodents. In sleeping rooms, kitchens, and other habitable areas, daily removal must occur. Ultimate disposal of garbage and rubbish shall be accomplished at locations approved by the Department of Environmental Protection.
