No person shall operate a recreational camp for children unless it is located:

1. (A) so as to be accessible at all times during the designated camping season;
2. (B) where surface drainage conditions create no health or safety hazard;
3. (C) where approved water supply and sewage disposal facilities can be and are provided; and
4. (D) where traffic conditions create no undue safety hazards.
