The temporary nursing service agency shall establish a procedure for annually assessing its performance under the terms of written agreements developed with health care facilities to which the agency assigns medical personnel. This review shall include at a minimum:

1. (1) reports on complaints from contracting health care facilities and their resolution; and
2. (2) record of response to requests for assignment of medical personnel to health care facilities.
