The Department shall not accept an application for an original or renewal license unless:

1. (A) The application includes all information required by the Department;
2. (B) The application and all required attachments and statements submitted by the applicant meet the requirements of 105 CMR 127.000; and,
3. (C) The applicant has paid all required fees.
