1. A. The secretary shall establish a three-member Advertising and Sponsorship Standards Committee. Such committee shall be independent and its determinations shall constitute final departmental determinations.

2. B. The committee shall review:

   1. 1. all requests for proposals;
   2. 2. the content of all advertisements;
   3. 3. all sponsorship agreements; and
   4. 4. the content of all acknowledgments signs and plaques to determine consistency with department policies and objectives.
