1. A. All goats changing ownership shall be individually identified by means of an official identification for scrapie as defined in §101 of this Part.

2. B. The following goats shall be individually identified by means of an official identification for scrapie:

   1. 1. live scrapie positive goats;
   2. 2. suspect scrapie positive goats;
   3. 3. all goats considered as high risk for developing scrapie, as defined by USDA;
   4. 4. all goats exposed to scrapie.
