1. A. The commission shall levy penalties as set forth in R.S. 3:1419, against the guarantor of any lot or package of fertilizer found by chemical analysis to be deficient in the primary plant nutrients, as follows.

2. B. The value of the deficiency shall be calculated as follows:

   (Guaranteed Analysis - Actual Analysis) x
   Value of Element/Unit x Tons in Shipment x 4
