1. A. Guarantees of the plant nutrients shall be expressed as percent by weight.
2. B. Guarantees on the basis of weight per unit of area (i.e., units/acres) will not be permitted.
3. C. Every mixed fertilizer shall contain a minimum of
   20 percent by weight of the primary nutrients, nitrogen (N), available phosphoric acid (P₂O₅), and soluble potash (K₂O), except those products whose primary purpose is to supply minor nutrients.
4. D. All plant nutrients other than nitrogen (N), available phosphoric acid (P₂O₅), and soluble potash (K₂O), if listed on the label or invoice, shall be guaranteed on an elemental basis.

5. E. Other plant nutrients when mentioned in any form or manner shall be registered and shall be guaranteed. Guarantees shall be made on the elemental basis. Sources of the elements guaranteed and proof of availability shall be provided the commissioner upon request. The minimum percentages which will be accepted for registration are as follows.

6. F. Guarantees will be based on primary plant nutrients and will be calculated on the basis of primary plant nutrients before the addition, if any, of any minor elements, pesticides, and/or seeds.
