1. A. Round down to the next lower dollar the budgetary deficit to determine the payment amount for FITAP and refugee resettlement recipients. The budgetary deficit is the amount remaining after subtracting applicable income from the total assistance needs (flat grant amount). Prorate the initial assistance payment for FITAP and refugee resettlement recipients when the case is certified effective the same month as application. Payment will not be made for any period prior to the date of application.
