1. A. Effective January 1, 1986, the Department of Health and Human Resources, Office of Family Security, shall implement the collection of spousal support.

2. B. In order to qualify for spousal support, the following must be met by the payee:

   1. 1. a prior child support order has been established;
   2. 2. the child and spouse are living in the same household;
   3. 3. the child support obligation established is being enforced under the state's IV-D Plan.
