1. A. SES will have administrative authority to order the following activities:

   1. 1. order genetic testing;
   2. 2. subpoena financial or other information needed to establish, modify, or enforce orders, and impose penalties for failure to respond to such subpoenas;
   3. 3. direct the noncustodial parent to make his payments to the state;
   4. 4. order income withholding;
   5. 5. initiate liens;
   6. 6. freeze and seize assets;
   7. 7. increase the monthly support amounts for the liquidation of arrears;
   8. 8. transfer cases between jurisdictions;
   9. 9. establish paternity;
   10. 10. establish support orders; and
   11. 11. modify support orders.
