1. A. R.S. 32:408 requires all driver education providers to become certified as third-party testers. All testers/examiners shall:

   1. 1. meet all the qualifications in §146;
   2. 2. have at least one instructor who is contracted with OMV to administer the knowledge and road skills tests; and

   3. 3. administer the knowledge and road skills test.

      1. a. At the end of the classroom instruction, the tester/examiner shall administer a knowledge test to each student. The test shall be provided to the examiner by OMV.
      2. b. The tester/examiner shall administer an approved road skills test to an eligible student.
