A. A person shall not be qualified to renew his driver's license by mail if:
- 1. the applicant is 70 years of age or older prior to
100 days before the expiration of the driver's license; - 2. the applicant indicates on the mail-in renewal application form that there have been changes or additions since that last renewal including any physical condition, or vision change which does not meet departmental standards;
- 3. if the applicant's driving record indicates a pending suspension, or pickup order for the license has been issued, or the record has a notation of "no insurance" or "petition".
