1. A. Upon completion of an investigation, the report shall be presented to the board by its attorney(s) and shall be reviewed by the board. The board shall decide whether:

   1. 1. further investigation is necessary;
   2. 2. charges should be filed;
   3. 3. a consent opinion should be offered; or
   4. 4. the file should be closed in order to serve the public interest or because no violation occurred.
