1. A. Six members of the board shall constitute a quorum for the transaction of the business of the board.
2. B. The presence of nine members shall be required to conduct the business of the board sitting en banc.
3. C. Two-thirds of the membership of the board shall be eight members of the board.
4. D. The concurrence of a majority of the members participating shall constitute a ruling upon an item of business before the board, except as otherwise provided by law.
5. E. Brief absences during the consideration of an item of business shall not disqualify a member from voting on said item.
