1. A. The support coordination agency shall have written policies and procedures approved by the owner or governing body which must be implemented and followed that address at a minimum the following:

   1. 1. confidentiality and confidentiality agreements;
   2. 2. security of files;
   3. 3. publicity and marketing, including the prohibition of illegal or coercive inducement, solicitation and kickbacks;
   4. 4. personnel;
   5. 5. statewide criminal history background checks;
   6. 6. database checks upon hire and monthly thereafter;
   7. 7. participant rights;
   8. 8. grievance procedures;
   9. 9. emergency preparedness;
   10. 10. abuse and neglect reporting;
   11. 11. critical incident reporting;
   12. 12. worker safety;
   13. 13. documentation; and
   14. 14. admission and discharge procedures.
