1. A. The F/EA shall have written policies and procedures approved by the owner or governing body which must be implemented and followed that address at a minimum the following:

   1. 1. confidentiality and confidentiality agreements;
   2. 2. security of files;
   3. 3. publicity and marketing, including the prohibition of illegal or coercive inducement, solicitation, and kickbacks;
   4. 4. personnel;
   5. 5. grievance procedures;
   6. 6. emergency preparedness;
   7. 7. procedures for reporting suspected abuse, neglect, exploitation, and extortion;
   8. 8. procedures for reporting suspected fraud;
   9. 9. documentation; and
   10. 10. enrollment/disenrollment procedures.
