1. A. The following limitations on services shall not apply to Medicaid-eligible recipients under the age of 21:

   1. 1. inpatient hospitalization stay limits;
   2. 2. outpatient hospital emergency room limits;
   3. 3. physician office visit limits;
   4. 4. physician hospital visit limits;
   5. 5. home health annual visit limits;
   6. 6. home health daily limits on nursing and nurse aide services.
