1. A. When ICF/MRs are not in compliance with the requirements set forth in the ICF/MR Standards for Payment, DHH may impose sanctions. Sanctions may involve:

   1. 1. withholding of vendor payments;
   2. 2. civil fines;
   3. 3. denial of payments for new admissions; or
   4. 4. nonfinancial measures such as termination of the ICF/MR's certification as a Title XIX provider.
