1. A. Exclusion precludes a person from providing any services paid through a publicly funded health program. This prohibition includes:

   1. 1. services provided directly to a Medicaid recipient;
   2. 2. any service for which the Medicaid program pays any part of the reimbursement; and
   3. 3. administrative and managerial activities or functions associated with delivering services for which the Medicaid program reimburses.
2. B. Any person receiving any payments this section prohibits shall immediately repay them to the Medicaid program.
