- A. Bakers or other commercial secondary processors purchasing unenriched flour shall furnish the seller with a certificate of intent, certifying that the unenriched flour will be used only in the production of flour or bread enriched within the purchaser's establishment in com pliance with the law and these regulations. The certificate shall show, in addition to any other information contained therein, the name and address of the purchaser, the name and address of the seller, the effective date, and the purchase or purchases covered by the certificate.
