1. A. The following italicized terms shall have the meaning set forth herein when used in these rules and regulations.

   1. Arrearage―outstanding child support owed by a debtor to or otherwise collectible by the claimant agency.
   2. Claimant Agency―the Louisiana Department of Social Services.
   3. Debtor―a person who has been reported by the claimant agency to the corporation, pursuant to these rules and regulations, as having an arrearage, as evidenced by the records of the claimant agency.
   4. Winner―a person entitled to the payment of a lottery prize of $600 or more.
