1. A. General Provisions. The following provisions shall generally apply to the selection of retailers.

   1. 1. In selecting retailers, whether of instant tickets or of on-line tickets, the corporation may consider the following factors, among others:

      1. a. financial responsibility;
      2. b. integrity;
      3. c. reputation;
      4. d. accessibility of the place of business or activity to the public;
      5. e. security of the premises;
      6. f. sufficiency of existing retailers to serve the public convenience;
      7. g. projected volume of sales for the lottery game involved.
   2. 2. The corporation may conduct whatever investigations it deems necessary to analyze an application and may require any applicant to produce any information the corporation deems necessary.
   3. 3. The selection of retailers shall be made without regard to political affiliation, activities, or monetary contributions to political organizations or candidates for any public office.
