1. A. The following italicized terms shall have the meaning set forth herein when used in these rules:

   1. Arrearage—outstanding child support or delinquent debt by a debtor or otherwise collectible by the claimant agency.
   2. Claimant Agency—the Department of Children and Family Services (DCFS) and Office of Debt Recovery.
   3. Debtor—a person who has been reported by a claimant agency to the corporation pursuant to these rules as having an arrearage, as evidenced by the records of the claimant agency.
   4. Winner—a person entitled to the payment of a sports wagering prize of $600.00 or more.
