1. A. CSBG funds shall not be used for the following costs:

   1. 1. any activity which consists of lobbying and/or political activities;
   2. 2. any activity to provide voters and prospective voters with transportation to the polls in connection with an election or any voter registration activity;
   3. 3. any fines and penalties resulting from violations of any federal, state or local law;
   4. 4. any discounts allowed for timely payment of invoices;
   5. 5. any bank charges resulting from overdrawn accounts;
   6. 6. any interest, penalty or additional costs for any reason;
   7. 7. any deficits in any other grants received by the agency;
   8. 8. any entertainment costs;
   9. 9. any costs prohibited by any federal or state laws and/or regulations;
   10. 10. the costs of employee benefits not available to other similarly employed employees of the subgrantee.
