1. A. As set forth in greater detail in §§307-315 of this Chapter, each application shall include these components:

   1. 1. applicant information, statement of qualifications, and partnerships;
   2. 2. project area(s) and locations to be served;
   3. 3. technical report;
   4. 4. project budget(s), matching funds, costs, and proof of funding availability;
   5. 5. proposed services, marketing, adoption, and community support.
