1. A. The order of business for all meetings shall be as follows:

   1. 1. roll call;
   2. 2. reading and approval of minutes of preceding meeting;
   3. 3. reports of officers;
   4. 4. reports of committees or task forces;
   5. 5. unfinished business;
   6. 6. public comment;
   7. 7. new business;
2. B. The board shall receive public comments from interested individuals who have submitted cards requesting time to speak regarding an agenda item before the board, prior to taking a vote on such item. The board may also allow for public comments at other times during a board meeting.
