1. A. The following terms when used in this Chapter shall have the following meanings:

   1. Commissioner—the Louisiana Commissioner of Insurance.
   2. Department—the Louisiana Department of Insurance.
   3. Risk-Bearing Entity—any entity included in R.S. 22:48.
