1. A. This regulation is promulgated by the commissioner of insurance pursuant to authority granted under subpart C of chapter 1 of title 22 of the Revised Statutes (R.S. 22:31 et seq., “equal opportunity in insurance”), which provides the following:

   1. 1. the Department of Insurance Division of Diversity and Opportunity shall review all complaints alleging a violation of the provisions of R.S. 22:31 et seq.;
   2. 2. the commissioner of insurance shall promulgate rules and regulations to implement R.S. 22:31 et seq.; and
   3. 3. the commissioner of insurance shall promulgate rules and regulations necessary for the enforcement of R.S. 22:35.
